In refusing to order the summary return of two children to the United States, a judge had adopted the wrong approach to the issue of protective measures. She could have made an order conditional on the father addressing her concerns as to his proposed protective measures, such as obtaining the necessary written consent from a landlord for the mother’s accommodation and advance injunctive orders.
